Indiana Republicans Reject Bid to Overhaul Voting Districts in Major Snub to Former President Trump

In a surprising move, Indiana GOP legislators rejected a measure to redraw the state's congressional map on Thursday. This vote marks a clear rebuke of former President Trump and broader GOP-led campaigns to alter voting maps to advantage GOP office-seekers.

The Vote

The proposal failed by a count of 19 to 31. A sizable coalition of twenty-one GOP senators sided with ten Democrats to reject the controversial redistricting plan.

Currently, GOP representatives occupy seven of Indiana's nine congressional seats. The rejected plan was engineered to establish Republican-leaning electorates in every single one of the congressional seats. This aimed to be done through multiple major maneuvers:

• Dividing the Democratic base of the state capital into 4 different congressional areas.
• Attaching portions of Indianapolis electorate to nearby heavily GOP districts.
• Splitting the north-western congressional district, currently held by Frank Mrvan, into two new districts.

Defecting Senator

State Senator Greg Goode, a key GOP 'no' vote, opposed the map. In a detailed floor speech, he stated that his vote reflected the will of his voters.

"I'm a Christian first, then an American citizen, then a conservative thinker, then a Republican – in that priority," he stated. "I'm confident that my decision aligns with the desire of my district."

Wider Gerrymandering Fight

This campaign in Indiana took place amid a national push by former President Trump to shape the redistricting of district lines to create more GOP seats ahead of next year's midterms. Republicans presently maintain a narrow lead in the House and are broadly expected to shed ground in the upcoming election.

Elsewhere, GOP lawmakers in the Lone Star State, the Tar Heel State, and Missouri have all passed maps to favor their party. At the same time, Democrats have responded by redrawing maps in places such as the Golden State to potentially gain multiple seats. The Democratic party in the Commonwealth of Virginia are also poised to overhaul their maps for party advantage.

Intense Pressure

The former president engaged in a aggressive campaign to influence Hoosier Republicans to approve the redistricting plan. Vice-president JD Vance reportedly visited the state capitol on several occasions to confer with lawmakers.

In a statement on his Truth Social, the former president expressed his frustration on Wednesday evening. "Every other State has done redistricting, happily, transparently, and without issue. There was no doubt in their mind that helping to secure a victory in the midterms for the Republican Party was a positive thing to do for our party, and for America itself," he posted. "Sadly, Indiana's Senate “Leader” Rod Bray enjoys being the sole individual in the United States of America who is opposed to the GOP picking up additional seats, in Indiana’s instance, two of them."

Hostile Climate

In the days to the critical vote, some Indiana GOP senators reportedly received death threats and swatting incidents. Additionally, Vice President JD Vance and Donald Trump Jr. publicly attacked Senate Leader Rod Bray (R) ahead of the Thursday roll call.

The advocacy group Heritage Action, the activist arm of the conservative Heritage Foundation, also issued a statement, claiming on the day of the vote that the state of Indiana would forfeit congressional funds if it failed to pass the map. Their message warned that critical infrastructure initiatives and operations would be halted.
